Contractor Development and Bonding Program
The Contractor Development and Bonding Program (CDABP) removes the barriers of surety bonding by providing technical and administrative assistance to local, small and minority businesses who are not able to provide the necessary bid, payment, and performance bonds to successfully bid and compete for City business opportunities. For information on the BAP go to the City's Risk Management website or to sign up for the program, please call 213-258-3000 or apply on-line at Merriwether and Williams Insurance Services, who are the City's BAP broker/administrator.
Enforcing Civil Rights Laws
All recipients of federal financial assistance, regardless of the particular funding source, the amount of the grant award, or the number of employees in the workforce, are subject to prohibitions against unlawful discrimination. Accordingly, the Office of Civil Rights investigates recipients that are the subject of discrimination complaints from both individuals and groups. Minority / Small Business Certifications
As part of the city's effort to increase the participation of small, minority, and local businesses in obtaining city contracts, certain types of businesses – such as minority-owned, veteran-owned, small and local businesses – can become certified vendors with the City. Depending on which category your business falls into, the certification may enable you to receive a preference for city contracts or increase your visibility as a candidate to become a subcontractor to a larger vendor.
